One package has one tax rate and another has a different rate - how do you create those rates and apply them?
How to create different tax rates
Once you have your venue selection, within the general tab, scroll down to additional taxes. 
Within these fields you can create the different tax rates you will apply to the packages.
How to Apply Different Tax Rates to Packages
Make your way inside of one of your packages. On the right side of the package page, you'll see reservation taxes. Click edit and select the applicable taxes for this package and click save.
